What actually happens on chain
A freeze is not one action. It is an announcement, then an execution. Everything we do lives in the space between them.
Tether's multisig submits the freeze as an ordinary transaction. It emits a public Submission event naming the address.
Nothing is frozen yet. Anyone with a node can read it — almost nobody is looking.
